Set in the world of government spies and secret agents, the movie follows the adventures of Maxwell Smart, an administrative worker for the spy agency CONTROL. After their headquarters is attacked by the sinister organization KAOS, the agency's chief promotes Max to become a field agent, much to the dismay of Agent 99.
Max and Agent 99 are assigned to stop KAOS from carrying out their evil plans. Their first mission takes them to Russia, where they must retrieve a stolen nuclear warhead. Along the way, they encounter various obstacles and face off against dangerous adversaries, including the intimidating henchman Dalip.
Despite Max's clumsy nature and frequent blunders, the duo manages to navigate through a series of comedic and action-packed situations. However, their true identities may be compromised, putting their lives in jeopardy. Meanwhile, back in America, KAOS has planted a bomb to eliminate all remaining spies.
